Voluntary Vehicle Fleet Modernisation Program is a significant step towards modern mobility with green growth. It will create a robust ecosystem for safer roads and structured scrappage sector.

The Vehicle Scrappage Policy is a government-funded programme to scrap old and unfit vehicles and replace them with modern and new vehicles on Indian roads. The primary goal of the policy is to create an ecosystem for phasing out unfit and polluting vehicles to achieve a lower carbon footprint in the country.

Beginning April 1, 2023, fitness testing of Heavy Commercial Vehicles (HCVs) shall be conducted only through Automated Testing Stations (ATSs). For other types of Commercial Vehicles and Private Vehicles, the fitness testing shall also be conducted through the ATS and begin on June 1, 2024.

Commercial vehicles and private vehicles older than 15 and 20 years, respectively, shall be scrapped if they fail the fitness test. If a vehicle fails the fitness test, it shall be defined as an ELV (End-of-Life Vehicle).

VVMP is a transformative step to bring a regime of fitter automobiles on Indian roads. The policy is a perfect blend of incentives and disincentives, directly making the roads safer and air cleaner.
It is a multidimensional policy with a positive impact on economy, employment, environment, and India’s commitment to Sustainable Development Goals.

Voluntary Vehicle-Fleet Modernisation Program (VVMP) is aimed at creating an eco-system for phasing out of unfit and polluting vehicles.
It has the following key features:
1.Reduce pollution by scrapping ~1 Cr vehicles without valid fitness and registration.
2.Improve road, passenger and vehicular safety
3.Improve fuel efficiency and reduce maintenance cost for vehicle owners
4.Boost auto sector sales and generate employment
5.Formalize the currently informal vehicle scrappage industry
6.Boost availability of low-cost raw materials for automotive, steel and electronics industry

The policy also aims at making the Indian scrappage industry organized, transparent and environment friendly. The policy targets voluntary scrapping of ~1 crore unfit vehicles strictly based on their fitness, irrespective of vehicle age. Commercial vehicles to be declared as ELVs in case of failure in fitness test, allowed re-test and re-inspection, if ordered by an Appellate Authority.Private (Non-Transport) vehicles to be declared as ELVs if found unfit in fitness test, re-test and re-inspection, if ordered by Appellate Authority at the time of renewal of registration

At last will conclude by saying that being a responsible citizen we should promote these initiatives of Govt which will help in creating a bright future by reducing pollution, improving road accidents counts, and also increasing the jobs in the auto industry, which will boost the country’s GDP.
